The problem of access to scientific information in Russia

To discuss the problem of access to scientific information, the Center organized a round table on the topic, which was held on November 22 at the Scientific Center of the Moscow Museum of Modern Art. We invited important participants of the scientific information market to an open dialogue: Alexander Elbakyan, creator of the Sci-Hub resource, Dmitry Volkov, Doctor of Philosophy, co-director of the Center for Consciousness Studies, investor of Academia.edu Dmitry Semyachkin, Candidate of Physical and Mathematical Sciences, co-founder and head of CyberLeninka, Vladimir Mironov, Dean of the Faculty of Philosophy of Moscow State University, Vadim Vasilyev, co-director of the Center for Consciousness Studies, as well as experts from the scientific community.


In order to solve modern scientific problems, scientists more than ever need to actively communicate with each other, to learn in a timely manner about current changes in the studied areas. For this, open access to scientific information, which currently does not exist, plays an important role. In the digital age, this is one of the main contradictions and limitations in the development of modern science, the elimination of which requires revolutionary changes in the mechanisms of publication, dissemination and access to scientific information.

During the round table, the participants exchanged their views on the problem of open access to scientific information. Of course, its solution is still far away. However, everyone agrees that changes are needed in the publication policy of scientific papers, the economic reorganization of the scientific information market, its further digitalization through the use of the potential of social networks for scientists, which could become a new medium for the exchange and dissemination of scientific information.
